What happened
Qatar sent a delegation to Paris for the eighteenth gathering of the Inclusive Framework on Base Erosion and Profit Shifting (BEPS), a forum run jointly by the OECD and the G20. The General Tax Authority said its president, Khalifa bin Jassim Al Jaham Al Kuwari, headed the team. The Authority posted the news on 30 October 2026.
BEPS refers to tax planning that moves profits to places where little tax is paid. The Inclusive Framework is the group of member countries and jurisdictions that work on this issue. The Organisation for Economic Co-operation and Development (OECD) hosted the session.

What was discussed
- Developments in international tax cooperation and progress in putting the BEPS project into practice.
- Ways to simplify procedures and reduce tax compliance and administrative burdens.
- The review package on Pillar Two, the global minimum tax.
- Tax issues linked to cross-border labour mobility, meaning people working across borders.
- The link between tax policy, equality and economic growth.
The Authority said the session let members share expertise and views on emerging tax challenges and look at ways to strengthen coordination.
What it means for you
The announcement does not set out any new rule or change for taxpayers in Qatar. If you are an Indian professional or business owner in Qatar, nothing in it changes your obligations today. The topics show where international tax discussion is heading, including cross-border work. For how the Authority operates, see our explainer on Qatar’s General Tax Authority.
Background
The Authority said Qatar’s participation reaffirms its commitment to international tax cooperation and to dialogue on tax policies and standards. It added that this helps develop the national tax system, improve efficiency and support the competitiveness of the business environment.
